Information
When a piece of Ice armor is worn, the armor piece will slowly repair itself if the player is in any Biome with a temperature value lower than 0.15 (Snow biomes, The Deeplands, etc.). This also includes the factors that can modify temperature, like daylight, weather conditions, the slightly lower temperature values seen at above Y=64, etc.
