The Celevian Lottoman is a passive NPC that spawns in the Celevian Lotto Balloons in Celeve.
Spawning
One Celevian Lottoman spawns in with each Celevian Lotto Balloon, which randomly generate in Celeve.
Behavior
Celevian Lottomen never move far from their structures, and can usually be found standing in one.
Like most other structure-related NPCs, Celevian Lottomen will not despawn naturally unless they are outside of their natural dimension.
Trades
Like other trading NPCs, Celevian Lottomen spawn with a random selection of available trades. More trades can be unlocked by completing all currently available trades.
When a new trade is unlocked, progress on all previous trades is reset, and the process must be repeated to unlock the next trade.
This continues until all available trades are unlocked.
